Responsible AI Development: Complying with the "Safety" Core Principle
When it comes to responsible development of AI, there are many (specifically 35) attributes which I have labeled as "core principles" that need to be considered. To be clear, this does not mean that all the core principles are always relevant to every AI application; they are not. But going through all of them can be important for a developer demonstrating compliance with best practices and limiting/disposing of liability. One of the core principles is "safety." Since it is a broad term it is important to clarify how it should be applied.
Why Responsible AI Development Needs Cooperation on Safety
We've written a policy research paper identifying four strategies that can be used today to improve the likelihood of long-term industry cooperation on safety norms in AI: communicating risks and benefits, technical collaboration, increased transparency, and incentivizing standards. Our analysis shows that industry cooperation on safety will be instrumental in ensuring that AI systems are safe and beneficial, but competitive pressures could lead to a collective action problem, potentially causing AI companies to under-invest in safety. We hope these strategies will encourage greater cooperation on the safe development of AI and lead to better global outcomes of AI. It's important to ensure that it's in the economic interest of companies to build and release AI systems that are safe, secure, and socially beneficial. This is true even if we think AI companies and their employees have an independent desire to do this, since AI systems are more likely to be safe and beneficial if the economic interests of AI companies are not in tension with their desire to build their systems responsibly.

Artificial intelligence (AI) is a field that is actively being worked on, and we see new applications for it emerge on a daily basis. GitHub Copilot enables AI to write code for you, IBM's Telum chips empower machine learning (ML) models to conduct high volumes of inferencing for real-time sensitive transactions and detect fraud, and Apple is reportedly working on AI technologies that will detect stress, depression, anxiety, and cognitive decline. In fact, Gartner expects the AI software market to reach $62 billion next year. That said, AI development is always under heavy scrutiny due to its potential for misuse and bias. In the past, AI models have demonstrated racial bias, deepfakes have been used for malicious purposes, and there is also speculation that the technology may soon put many people out of a job. To tackle these problems, UN Educational, Scientific and Cultural Organization (UNESCO) member states recently signed a document that defines the values and principles needed to ensure the healthy development of AI.
